Council Mini-Minutes

March 4, 2019

            Present: Mayor Duane Bedford, Council Members: Terry Newcomb, Chris Feehan, and Casey DeHoedt. Also  Sheriff Brett Tharp, City Maintenance Supervisor Jim Larrington and City Clerk, Cindy Smith.

            Fire Department is still working on getting the siren repaired. Chief Brian Beaty has submitted requests for grants.

            Jim Larrington is planning on replacing/repairing curb boxes in the spring and he is wanting to get the remainder of the new radio read meters in place as weather will allow.

             We will need to be installing culverts and reworking some roads to repair damage done. Jim stated that he is also in the process of looking at two road graders the county is selling and will be test driving them to determine which one will work the best for our needs.

            The City currently does have a snow ordinance, 9-2.06 regarding the removal of ice/snow

accumulation but does not really include the removal of vehicles after an allotted time. This ordinance

will be amended for next winter that will include the right to tow vehicles that are in the right of way for plowing. This towing will also include that the owner of the vehicles will be responsible to pay to have the vehicles taken out of holding which will include but not be limited to towing and holding area. We are also going to be adding penalties to several ordinances in regards to fencing, animal control and

mowing of ditches.

            The DOT has a Stop sign replacement program that we are signing up for, each sign must have a number and a reason for the sign. Jim and Duane have approximately 35+ signs that either need replaced or have gone missing that need replaced.

            Clean up day has been set for May 18 th . Further details on this day will be posted as to what we can take and cost thereof.

            Ron Bingham has submitted a new sign layout for the Community Building. A design was chosen and the cost will be $240.00 for a 4’ x 8’ sign. This will be completed by Ron Bingham.

            Council again discussed  and approved the agreement between the City and the Sheriff’s department and it was agreed that we will contract with the Sheriff’s department for fiscal year 2019/2020. Also discussed was having a person in authority to enforce City ordinances. This will be at approximately 30 hours per week.

Special Council Minutes

March 19, 2019

            Present: Duane Bedford, Chris Feehan, Casey DeHoedt, Terry Newcomb, and City Clerk Cindy Smith. Also present was Tyler Jeffrey and his family.

            Tyler Jeffrey took the Oath of Office for Police Officer for the City of Russell. His main responsibility will be to enforce various City Ordinances. After Tyler took his oath, he and his family left the meeting.

            Mayor Bedford stated that the City has been approved for a $1,500.00 grant from South Central Iowa Community Foundation for upgrades to the basketball court at the Community Center Park and

upgrades to the volley ball court.

            Discuss ion on Easter Egg Hunt information is found in the calendar. Shaw Street will be closed

for one hour that morning, April 13.

            Cindy Smith stated that the City office will be closed on Friday April 19^th and Monday April

22^nd  as she will be out of town those days.

March 25, 2019

            The meeting  was for  budget review and approval. The budget was reviewed and approved.
